NOC Sets Strategic Roadmap for 2026 Following Sabha General Assembly

The National Oil Corporation (NOC) has successfully concluded its 2025 General Assembly meetings in Sabha, unveiling a comprehensive set of directives to guide the sector through 2026. Presided over by the NOC Chairman and Board of Directors, the assembly focused on consolidating recent production gains while pivoting toward institutional discipline, safety, and infrastructure modernisation.
Key Highlights & Strategic Priorities
Production Milestone: The General Assembly celebrated a major operational achievement, confirming that production rates reached 1.374 million barrels per day (bpd) by the end of November 2025. The NOC emphasised the need to sustain and build upon this figure despite ongoing funding challenges.
Safety & Environment: A primary directive for 2026 is the stringent adoption of a safety culture across all subsidiaries. This includes aggressive targets to reduce gas flaring and implementing environmental protection measures aligned with global standards.
Infrastructure & Maintenance:
Refineries: Strict adherence to maintenance schedules for refineries and petrochemical plants to ensure operational continuity.
Storage: Brega Petroleum Marketing Company has been tasked with accelerating the maintenance of inactive tanks and completing stalled storage projects to secure national fuel supplies.
Measurement: Prioritising the completion of measurement system projects to ensure the inspection department receives accurate, transparent monthly data.
Localisation & Growth:
Drilling Fleet: Plans were announced to expand the fleet of the National Oil Wells Drilling and Workover Company (NWD) to reduce monopolies and enhance competitiveness.
Technical Partnerships: The North African Geophysical Exploration Company (NAGECO) is encouraged to establish strategic partnerships to facilitate knowledge transfer from international firms.
Healthcare: The Oil Clinic will see increased staffing and improved services to better support the sector's workforce.
Human Capital: The NOC stressed the importance of empowering young talent and "accelerating the preparation of the next generation of leaders" by linking training programs directly to operational needs.
Looking Ahead: The NOC Board concluded by calling for "greater discipline and teamwork" to meet the ambitious targets set for 2026. By focusing on detailed strategic planning and accurate financial estimation, the corporation aims to transition from a phase of stabilisation to one of sustainable growth and modernisation.
